Implementation of Subproject 16, titled “Provision of Consultancy Services for the Needs Assessment of the Municipalities of Attica and the Development of a Framework for the Implementation of Smart Solutions”, within the framework of the project “Support Studies for the Region of Attica for the Specification of Development Priorities and Special Actions during the Programming Period 2021–2027.”.

The Development Organization “New Metropolitan Attica S.A.” is conducting a study on the needs of the municipalities of Attica and the potential for implementing new and innovative smart solutions, with the aim of establishing an overall strategic framework for their implementation at local government level. The initiative aims to improve the efficiency and operation of municipal services provided to citizens, while also developing applications that contribute to enhancing their quality of life.

Modern cities face increasing challenges related to infrastructure management, the provision of faster and higher-quality services to citizens and the efficient use of available resources. Technological developments in the field of Smart Cities create significant opportunities for improving the operation of local government organizations, strengthening transparency and citizen participation, and for reducing the environmental footprint of urban areas.

This study focuses on analysing the current situation and mapping the priorities of the municipalities of Attica regarding smart tools, as well as collecting data that will support the development of a feasible targeted  framework for immediate application. Particular emphasis is placed on evaluating modern technological capabilities, such as Internet of Things (IoT) applications, Artificial Intelligence (AI), and Cloud Computing, with a view to developing smart solutions for critical municipal sectors, including waste management, street lighting, traffic and parking management, environmental monitoring, as well as improving citizen participation and public service delivery.

Within this context, the study contributes to strengthening the digital maturity of municipalities and supports the Region of Attica in adopting innovative solutions that enhance the daily lives of citizens. The study is structured as follows:

1. Analysis of the Current Situation and Comparative Evaluation of Best Practices
Recording the technological infrastructure of municipalities, documenting existing digital solutions and key challenges and conducting a comparative assessment of successful practices in other Greek and European cities.

2. Specification of Smart Solutions and Technical Requirements
Mapping appropriate smart solutions, defining technical and operational specifications, evaluating requirements in terms of equipment, software and communication networks, and identifying key parameters for the implementation of these solutions.

3. Data Collection and Definition of Strategic Priorities
Developing collaboration with the municipalities of Attica in order to systematically record and prioritize their needs, aiming to determine priorities for the implementation of smart solutions in real operational conditions.

4. Final Action Plan and Implementation Framework
In the final phase, a practical framework will be developed for the adoption of appropriate smart solutions in the municipalities of Attica. This framework will include key guidelines, evaluation indicators and monitoring mechanisms, enabling the proposed solutions to be tested in a cohesive and coordinated manner with measurable results.

Subproject 16, titled “Provision of Consultancy Services for the Needs Assessment of the Municipalities of Attica and the Development of a Framework for the Implementation of Smart Solutions,” is implemented within the framework of the project “Support Studies for the Region of Attica for the Specification of Development Priorities and Special Actions during the Programming Period 2021–2027” (OPS Code: 6006487). The project is co-financed by the European Regional Development Fund (ERDF) under the priority “strengthening the competitiveness and outward orientation of the regional economy” within the Attica 2021–2027 Programme.
