Study for the Creation of a Labor Market Monitoring Mechanism
Implementation of Subproject 4, “Advisory Support Services for the Development and Operation of a Regional Labour Market Needs Diagnosis Mechanism in the Region of Attica”, within the framework of the Action “Support Studies for the Region of Attica for the Specialization of Development Priorities and Specific Actions during the 2021–2027 Programming Period” (Project Code MIS 5145430).
The Local Government Development Organization New Metropolitan Attica SA, acting as scientific and technical advisor to the Region of Attica, undertakes the implementation of this study on behalf of the Region and its Special Managing Authority (EYDEP), under an Action funded by the Operational Programme “Attica 2014–2020” and the Priority Axis “Technical Assistance for Implementation (ERDF)”, co-financed by the European Regional Development Fund.
The study focuses on the labor market of the Region of Attica, identifying its specific needs and designing a mechanism to monitor them through a Regional Employment Mechanism.
The study is developed along four main axes:
1) Analysis of the current state, including national and regional mechanisms for defining labor market needs.
2) Mapping and analysis of stakeholders who utilize labor market information and identifying their informational requirements.
3) Definition of the scope and methodology for the operation of a Regional Employment Mechanism.
4) Preparation of a Roadmap for the development and operation of the Mechanism in the Region of Attica.
The study will provide the necessary data for the Region of Attica to establish a technocratic, strategic mechanism for the continuous monitoring of the production system and the labour market at the regional level. This mechanism will support the collection, processing, analysis and synthesis of reliable data, enabling the identification of trends and dynamics related to the creation of new jobs by occupation and sector, as well as existing and future skill needs.
The roadmap for the creation and operation of the permanent Regional Labour Market Needs Diagnosis Mechanism in the Region of Attica (Employment Observatory) will include (a) the business plan, (b) the financial plan, which will analyse the required expenditure for the establishment, installation and operational readiness of the mechanism and the necessary funding, and (c) the networking and cooperation plan with other institutions involved in the design and implementation of employment, training and skills development policies; with institutional and productive entities that generate and disseminate labour market information; and with a broader group of stakeholders involved in production, research and societal development.
In this way, evidence-based policy proposals will be developed to support employment, enhance workforce development, and foster the acquisition and enrichment of skills through appropriate training and education programmes and tools.
